0403花蓮大地震後，因為觀光客不來，國旅失衡，加上道路中斷、到花東交通不方便問題，造成花蓮觀光一落千丈，花蓮民眾到現在無不「怨聲載道」！為此，民眾黨立委林憶君，呼籲中央與地方都應積極重建，更成功爭取國人來花蓮住宿不分平假日都能提供補助，為的就是透過花蓮最引以為傲的觀光業來振興經濟。

但林憶君立委最近卻紛紛接到民眾陳情反映，表示若於暑假期間封路，恐會嚴重影響到國人來花蓮旅遊的意願，幸好交通部願意重新公告，預定於7月4日恢復通行。

蘇花路廊因地震豪雨引發邊坡土石流，造成蘇花路廊和中與崇德路段封路，花蓮居民因此不敢回家、外地旅客也不敢到花東旅遊，嚴重重創花蓮觀光。豈料，公路局東區養護工程分局更於6月28日發布訊息表示，蘇花路廊中仁隧道為儘早完成路基排水改善工程，將於7至9月實施南下隧道實施全時段24小時道路封閉管制，消息一出，引起不少花蓮人抱怨，於暑假旅遊旺季期間封路，無疑對花蓮觀光來說是雪上加霜。

還好今((7/1)日，東區養護工程分局體恤當地民意，重新發出公告，考量封閉道路，會影響暑假花蓮旅遊人潮的用路，將調整施工時序，預定於113年7月4日恢復通行，惟隧道內仍有工程進行，請用路人小心通過，改善工程預計今年12月完成，全面恢復正常通行。

林憶君表示，交通建設與觀光都須兼顧，邀請國人一起來花蓮旅遊、體驗花東的好山好水，但也會持續監督蘇花路廊中仁隧道的進度，期盼中央應加快其他蘇花路廊的建設進度，尤其蘇花安路段，作為花東的醫療道路、農產特銷道路都有迫切建設的需求性，環評通過後就應盡快完成設計發包，趕緊讓「觀光客進得了花蓮，也讓花蓮人及農產品都出得去」！
